About this course

Course objectives

For aspiring inspectors and approved signatories to perform inspection services, in order to fulfil the Singapore Food Agency (SFA) Food Cargo Inspection Body Recognition (IBR) Programme requirements and obligations. This course is also designed to give participants a broad understanding of inbound and outbound food cargo inspections.

Course description

Food cargo intended for export, transshipment and re-export must meet the requirements of individual destination countries. This course provides aspiring Inspectors and Approved Signatories with the knowledge needed to perform inspection services, and fulfil the Singapore Food Agency (SFA) Food Cargo Inspection Body Recognition (IBR) Programme requirements and obligations. This course is also designed to give participants a broad understanding of inbound and outbound food cargo inspections.

Programme Outline

Singapore’s Food Export & Regulatory Framework – Overview of the food export system, key legislations, legal obligations, and programme requirements Import Requirements of Destination Countries – Understanding and complying with the regulatory standards of selected export markets.Food Cargo Inspection Process – Preparing for inspections, conducting documentary checks, and performing visual checks to identify risks and hazards.Food Packaging & Control Prerequisites – Assessing packaging integrity and verifying prerequisite controls during inspections.Competence Assessment – Demonstrating proficiency and meeting competency standards in performing food cargo inspections.

Dr. Gan Heng Hui is a highly accomplished independent consultant and a leading practitioner in food science and safety. With 24 years of experience spanning academia and industry, she excels at translating cutting-edge food science into practical, effective safety practices. Her unparalleled expertise is evident through her role as Co-Chair for Food Products within the Singapore Food Standards Committee and her proven track record as a Senior Specialist and Senior Lecturer at Nanyang Polytechnic, where she developed and delivered training, including a mandatory course on "To Perform Food Cargo Inspection." Dr. Gan's comprehensive skillset encompasses HACCP expertise, Food Safety Management Systems (FSMS), ISO 17025 Laboratory Management, and a suite of critical certifications, including ISO 22000:2018 Lead Auditor, BRC Global Standard (Train the Trainer), and FSSC 22000 v6 Internal Auditor. Her unique blend of regulatory insight, academic rigor, and hands-on industry experience ensure participants gain the essential skills and knowledge to confidently perform food cargo inspections.
