The Tertiary Tuition Fee Subsidy (TTFS) Scheme is administered by Yayasan Mendaki. It is an education subsidy for Malay students which covers their Tuition Fees.

Application Period
- Semester 1 - 25 Feb to 15 May
- Semester 2 - 16 Sep to 31 Oct
Any applications received after the closing date(s) will be deemed for the subsequent semester.
Who can apply?
You must meet the following requirements:
- You are a full-time subsidised diploma Malay student who is Singaporean, or Singapore Permanent Resident with at least one Singaporean citizen parent.
- Your race or the first component of the double-barrelled race is Malay.
- Your monthly household per capita income (PCI) does not exceed $2,000.

- Singaporeans who have balances in their PSEA.
- To check latest PSEA balances, login via Student Finance System or call the MOE PSEA Hotline at 6260 0777.
Subsidy Value
- Up to 100% of Tuition Fees and Supplementary Fees, subject to available balance in PSEA.
How do I apply?
Apply online using own PSEA
- If you are 21 years old and above, login via Student Finance System using own Singpass Account.
- If you are below 21 years old, please request your parent/legal guardian to login via Student Finance System with his/her Singpass Account to submit the PSEA Standing Order application on your behalf. A legal guardian is required to upload the relevant legal document (e.g. Court document) to validate that he/she is your legal guardian.

This is a loan scheme administered by CPF Board. For more information, please refer to CPF Website > Search > CPF Education Loan Scheme.

CPF Board does not accept late applications beyond the due date for each semester. Any applications received after the closing date(s) will be deemed for the subsequent semester.
Who can apply?
- All full-time subsidised diploma students who are Singaporeans or Singapore Permanent Residents.
Loan Details
- Loan amount
- Up to 100% of Tuition Fee, subject to the available balance in their CPF savings under the education scheme. The scheme does not cover supplementary fees.
- Interest payable
- Prevailing CPF Interest rate. Interest will be charged from the time the savings are withdrawn.
- Repayment period and amount
- Maximum of 12 years, minimum of $100 per month.
- Commencement of loan repayment
- 1 year after graduation or 1 year from the date of leaving the course, whichever is earlier.
How do I apply?
Singapore Citizens and Singapore Permanent Residents
- Make an Online application:
- As a student, you must use your SingPass to log in at CPF Website.
- Select Tools and services -> Forms and e-applications: View forms -> Other schemes -> Education loan scheme-> Apply for CPF education loan -> Apply online.
- All parties to the application, i.e. student and CPF member must have a SingPass, 2-Step Verification (2FA) and email account before application can be made online.

From 1 July 2026, the new Higher Education Student Loan (HESL) scheme will be implemented to provide loans to students who need help to finance their tertiary studies when they pursue approved MOE-subsidised diploma programmes at Nanyang Polytechnic. It will replace the Tuition Fee Loan scheme and Study Loan scheme, which will be merged under the new loan scheme.

Loan details
1. Loan amount
The HESL is made up of 2 components:

Full-time SC/SPR/IS diploma student Covers up to 90% of subsidised tuition fees, depending on your citizenship
- Singapore Citizen (SC): Up to 90%;
- Singapore Permanent Resident (SPR):Up to 75%;
- International Student (IS): Up to 55%
2 Means-tested provision
To be eligible for Means-tested provison, you must be:
(i) a SC or SPR with gross monthly household per capita income (PCI) of $3,500 or less.
(ii) a IS with gross monthly household PCI of $1,875 or less.
Gross monthly household per capita income (PCI) is computed based on total monthly gross household income (GHI) divided by number of family members living in the same household as you.
2a Balance Fee Coverage

2b Living Allowance Loan Full-time SC/SPR/IS diploma student Up to $3,200 per academic year

Note: You will have flexibility to decide the components that you want to take up (i.e. base provision only, or base provision and means-tested provision). Within the means-tested provision, SC students can also decide if they want the loan to cover fee balance only, loan for living allowance only, or a combination of any of these two.
The approved loan funds will first be used to offset outstanding tuition fees. Any remaining balance (for students who apply for living allowance loan) will be disbursed to you.
2. Interest Rate
- HESL scheme is interest-free during the course of study, with interest commencing only upon graduation or when you leave Nanyang Polytechnic.
- The Interest Rate will be set by DBS Bank on 1 April and 1 October each year, based on the sum of
(i) the 3-month compounded Singapore Overnight Rate Average as published by the Monetary Authority of Singapore (“SORA”) on 1 March and 1 September of that year; and
(ii) an additional 1.5 percentage points; or
(iii) such other rates as may be determined from time to time by the DBS Bank.
3. Repayment period and amount
- Maximum of 10 years, minimum of $100 per month.
4. Commencement of loan repayment
- 1 year after graduation or immediately from the date of leaving the course, whichever is earlier.
5. Criteria for guarantor
- From 21 years old to 60 years old;
- Singapore Citizen - for Singapore Citizen applicant;
- Singapore Citizen / Singapore Permanent Resident - for Singapore Permanent Resident applicant;
- Singapore Citizen / Singapore Permanent Resident - for International Student applicant; and
- Not an undischarged bankrupt.

How do I submit my supporting documents for PCI assessment?
- To facilitate the assessment of PCI for the HESL means-tested provisions (i.e. Balance Fee Coverage and/or Living Allowance Loan), please access NYP Student Portal to submit the complete set of required supporting documentation.
