Specialist Diploma in Smart Project and Facilities Management

The Specialist Diploma in Smart Project and Facilities Management programme aims to equip participants with in-demand skillsets and knowledge in smart project and facilities management, allowing them to undertake tasks in the built environment as assistant project or facilities managers to meet the future demands in upgrading, improvement or renovations works in line with the Singapore Green Plan.

The course will:

Provide participants with a good understanding to the concepts and applications of project management for the built environment sector using smart tools.
Provide participants with introductory knowledge to the concepts and applications of sustainable facilities management for the built environment sector.
Develop skills to apply visualisation and digital tools to perform building analytics supporting project delivery and performance.
Enable participants to apply the acquired knowledge to their respective job functions, as well as to deepen their skills and competencies that will equip them to perform and meet emerging trends for the built environment.

SkillsFuture Work-Study Programme (WSP)

This course is designed in collaboration with the industry to ensure relevance to employers. The Specialist Diploma aligns with the SkillsFuture Work-Study Programme (WSP) to enable participants to undergo structured on-the-job training and mentorship.

The 12-month work-study programme is targeted at polytechnic graduates from Architecture, Design, Engineering, Facility Management and related Built Environment courses. It gives fresh graduates a head start in careers related to their discipline of study and provides existing employees with an opportunity to deepen their knowledge and skills to enhance their career progression and promote lifelong learning.

Project Management with Smart Technologies (45 hours)

In this module, learners will acquire key project management skills required for successful practice and operations within the built environment industry. Essential project management concepts such as user requirements, project scope, time, cost, risk, quality, safety, human resources management, communications, and risk management of externalities will be covered including the application of digital tools for use in projects. Practical learning in the form of case studies of completed projects will form an integral part of the training.

Built Environment Regulations (45 hours)

In this module, learners will acquire knowledge and apply local standard building codes and practices in built environment projects. Learners will be introduced to the agencies involved and understanding their roles of as statutory and regulatory bodies in Singapore. Learners will acquire key concepts and principles in universal design, design for safety, green mark, site safety, which impact the design, construction, and operations of the building and built environment projects. Learners will also learn the digital environment's application and approval processes that govern the design and operations of buildings, infrastructure, and built environment in Singapore. Practical examples will be drawn from residential, institutional, commercial, and mixed-use developments.

BIM Visualisation and Analytics (30 hours)

In this module, learners will learn various presentational modes and techniques of drawings and other media used by the built environment industry to communicate effectively with stakeholders. Participant will familiarise the Building Information Modelling (BIM) concepts, fundamentals, processes and developing strategic skills for BIM project planning and implementation. It will also focus on BIM technologies and applications for effective design and construction analysis and coordination translated to holistic facility management. Topics will cover guidelines and strategies for BIM applications to associated project processes such as project documentation, design reviews, collaboration, and application in building operations.

Project Financing (30 hours)

In this module, learners will acquire knowledge to the financial factors that impact the design, construction and operations of buildings and the built environments. This is an essential project management skill to ensure project budget and funding are well managed under the various contractual framework. Learners will learn concepts of loans, taxes, investments, return on investment, debt, equity, cash flow projections and green financing. Topics will cover the various modes of procurement for services and works for the built environment. Practical learning in the form of case studies of completed projects will form an integral part of the training.

Facilities Management Essentials (45 hours)

In this module, learners will learn how buildings are kept operationally effective through good facilities management. It aims to provide essential knowledge of the array of services and operations offered in facilities management. The learners will acquire the important concepts of building diagnostics, energy management, manpower, logistics and maintenance. Modes of operations for FM services for different sectors of the built environment are also covered in this module. Practical learning in the form of case studies of completed projects will form an integral part of the training for more immersive and realistic learning.

Smart Building Technologies (45 hours)

In this module, learners will utilise smart building technologies and tools employed in designing, constructing, and operating buildings, infrastructure, and the environment. Learners will learn architectural and structural elements, building services and their relation to the building cycle from design to completion, with emphasis to effective maintenance. Topics such as Design for Manufacturing and Assembly (DfMA) and Design for Maintainability (DfM) with the application of smart building technologies like artificial intelligence and robotics, with a focus on smart facilities management operations, are included.

Sustainable Design and Systems (30 hours)

In this module, learners will learn the sustainable design strategies, systems and applications within the broader contextual environmental design issues like in-site planning, green building design and energy efficiency which enable them to manage sustainable projects effectively and purposefully. Topics will cover sustainable waste management, renewable energy design and systems, including active/passive solar energy strategies and systems, photovoltaics, and other applicable systems in local and regional contexts. Knowledge of BCA Green Mark criteria and requirements and their implications on green building facilities management systems will be covered.

Stakeholder Management (30 hours)

In this module, learners will utilise tools and techniques to engage and manage stakeholders effectively and efficiently. They will also learn the stakeholder management processes, developing an understanding of human behaviour and how to influence it, facilitate and plan communication strategies, and using principled negotiation and influence to achieve the project goals. Case studies from completed projects and hands-on group engagement and simulation sessions will form an integral part of the practice-based training to demonstrate understanding of multiple stakeholders' building cycle and management.

Certification

Participants who meet the assessment and attendance requirements for all the modules under each PDC will be awarded the respective Post-Diploma Certificate.

Participants will be awarded the Specialist Diploma in Smart Project and Facilities Management upon successful completion of both PDCs.
